Michael Matos, Founder and President

Michael is a U.S. Coast Guard veteran with specialized experience in Search & Rescue and Anti-Terrorism operations. After serving in high-pressure environments that demanded fast decision-making and strong teamwork, he transitioned into the private security sector, working as a close protection agent for high-profile clients. A martial artist since childhood, Michael brings decades of discipline, situational awareness, and practical skill to every aspect of his work.

As Founder and President of Five Borough Veterans, he leads efforts to strengthen the veteran community across New York City through advocacy, programming, and peer support. His work reflects a deep commitment to ensuring that veterans and their families have the resources, connections, and opportunities they need to thrive.

As the founder of CitySafe, Michael focuses on strategy, program development, and organizational oversight. He is dedicated to empowering everyday people, communities, and organizations with the knowledge and confidence to stay safe, respond effectively, and build resilience long before first responders arrive.

Isra Pananon Weeks, Vice President

Isra is a collaborative and mission-driven leader dedicated to empowering veterans and strengthening the communities they call home. Her leadership is grounded in service, shaped by her own military experience, and guided by the belief that thriving veteran communities begin with connection, dignity, and opportunity.

With nearly 20 years of experience across nonprofits, government, academia, political campaigns, and the military, Isra brings a unique blend of strategic vision and inclusive leadership to veteran-focused work. She has successfully led executive teams, advanced diversity, equity, inclusion, and belonging (DEIB) initiatives, and managed complex organizational change.

As a macro social worker and trained mediator, Isra is skilled at building consensus, engaging diverse stakeholders, and translating big-picture goals into practical programs that improve veterans’ lives. Her expertise spans coalition-building, resource development, and advocacy, making her a trusted voice in advancing policies and initiatives that honor veterans’ service.

Isra is a former presidential appointee at the U.S. Department of the Interior and currently serves as a Civil Affairs Officer in the U.S. Army Reserve. She holds master’s degrees in public administration and social work, equipping her with both the strategic and human-centered tools to lead organizations that champion veterans and their families.
